The Board of Directors is pleased to advise you that four (4) divisions of play will operate during the 2017 LTABaseball season.

Over the past several months, we have had a number of meetings in order to refine and improve the baseball product offered to our member Cities/Towns. In 2016, we had a competitive program culminating in four exceptionally well played Tournament of Champions final games.

We expect the coming season will continue the high level of competition.  Our goal is to provide our member Cities/Towns with a league structure and environment which will promote and foster fast paced, quality baseball.  We anticipate significant interest among Cities/Towns in entering teams in the Senior Division, A Division, B Division and C Division for 2017.


The following is an outline of items, key procedures that must be complied with, key dates and information about the 2017 season.

SENIOR DIVISION

The Senior Division is designed for 17  - 21 year olds (age determined on April 30th of current year) with a maximum of six (6) 20 - 21 year old players per team.  In addition, A Division and B Division 14 year old players may play for the Senior Division Team but only as described below.

A DIVISION

The A Division is designed for (i) 15 year olds (age determined on April 30th of current year) and (ii) 16 year olds (age determined on April 30th of current year).  In addition, B Division age players and C Division age players may play for the A Division Team but only as described below.

B DIVISION

The B Division is designed for  (i) 13 year olds (age determined on April 30th of current year) and (ii) 14 year olds (age determined on April 30th of current year).  In addition, C Division age players may play for the B Division Team but only as described below.

C DIVISION

The C Division is designed solely for 13 year olds (age determined on April 30th of current year).  An exception will be made for a player that turns 13 between May 1 and July 31 of the current year.  A player meeting this criterion will be allowed to play as a 13 year old even though the player is not 13 on April 30 of the current year.

A DIVISION PLAYERS ALLOWED TO PLAY IN THE SENIOR DIVISION

A Division players can play for the City/Town's Senior Division Team but only provided the A Division players are listed on the Senior Division Roster.  However, in no event can 17year old or older players play for the A Division Team.

B Division 14 YEAR OLD AND B Division 13 YEAR OLD DIVISION PLAYERS ALLOWED TO PLAY IN THE SENIOR DIVISION AND THE A DIVISION, RESPECTIVELY.

B Division 14 year old players can play for the City/Town's Senior Division Team and B Division 13-14 year old players can play for the A Division Team but only provided the 14 year old B Division players are listed on the Senior Division Roster and A Division Roster and the 13 year old B Division players are listed on the A Division Roster.  However, in no event can 15-21 year old players play for the B Division Team and no 13 year old players are allowed to play for the Senior Division Team

C DIVISION PLAYERS ALLOWED TO PLAY IN THE B DIVISION AND THE A DIVISION 

C Division players can play for the City/Town’s B Division Team and/or A Division Term but only provided the C Division players are listed on the B Division Roster and/or A Division Roster, as applicable.  However, in no event can 14 to 21  year old players play for the C Division Team, and no 13 year old players are allowed to play for the Senior Division Team.

PLAYERS ON MORE THAN ONE ROSTER IN SAME DIVISION

A player cannot be listed on two (2) (or more) Rosters in the same Division.

RULES FOR 13 YEAR OLDS

An exception will be made for a player that turns 13 between May 1 and July 31 of the current year and who participates in his community's spring 90 foot diamond program.  A player meeting this criterion will be allowed to play as a 13 year old even though the player is not 13 on April 30 of the current year.

REGISTRATION FEE

The registration fee for each Senior Division Team, for each A Division Team,  for each B Division Team and for each C Division team will be $515.00.  The Registration Fee for each team is required to be paid together with the submission of your completed Application (discussed below). The Registration Fee includes the $65.00 umpire assigner fee. This fee DOES NOT include the mandatory insurance fee below.

MANDATORY INSURANCE

It is mandatory that each Senior Division, each A Division Team, each B Division Team and each C Division Team purchase medical and liability insurance through the League.  D C Gagliardi Company will place the League's insurance in 2017.  The fee for the basic medical and liability coverage (without additional options) will be $120.00 per team for the A, B and C Divisions.  The cost will be $225 per team for the Senior Division.  Together with the submission of your completed Application the insurance fee must be paid and submitted for each team your City/Town enters.  WITHOUT EXCEPTION, IT IS ABSOLUTELY REQUIRED THAT EACH TEAM OBTAIN THE MEDICAL AND LIABILITY INSURANCE THROUGH THE LEAGUE AND THAT TOGETHER WITH THE SUBMISSION OF YOUR COMPLETED APPLICATION YOU MAIL A CHECK PAYABLE TO THE LOU TOMPKINS ALL STAR BASEBALL LEAGUE, INC IN THE AMOUNT OF THE PREMIUM ($120.00 for A, B and C Divisions; $225 for senior division) FOR EACH TEAM.  THE LEAGUE WILL SEND ALL PREMIUMS TO THE INSURANCE AGENT.

SCHEDULE FOR SENIOR, A DIVISION, B DIVISION AND C DIVISION  

Season Start Dates:  Wednesday, June 14, 2017 for the Senior Division; Tuesday June 210 2017 for the A Division, Monday June 19, 2017 for the B Division and Tuesday, June 20, 2017 for the C Division   An 18+ game schedule (if even number of teams are registered for a division) will be created for each division.

ROSTER

Your roster will be submitted via our web site at www.ltabaseball.com.  The information you submit will only be made available to the Board of Directors.  Only the registered Managers and Coaches have access to the name and age of the players on the submitted rosters.  The roster information will not be made public on our web site.  Each team (whether a Senior Team or an A Team or a B Team or a C Team) must submit a separate team roster prior to the start of the season.  You will be able to start entering the roster information after we have finalized our registration.  You must have completed entering your roster prior to your first scheduled game.

A roster may contain a maximum of twenty (20) players, twenty-four (24) for the Senior Division.  We expect that you will submit 20 players so that you will have enough players to draw upon when dealing with vacations, conflicts, etc.  It is your decision who you bring to your games and it is prudent to have 20 players to draw from to avoid forfeits.  Roster adjustments are
PERMITTED ONLY during the period of July 1 – 5, 2017.  No other roster adjustments or changes are permitted. 

Open or unlimited rosters are not permitted. Further, a player cannot be listed on two (2) or more rosters in the same division. In addition, a player must live in the city, town or attend the public school in the city, town for whose team he plays. A player who plays in the city/town's spring league is eligible for the roster.

Please note that for an A Division 16 year old player to be eligible for the A Division Round Playoffs and the Tournament of Champions, he must play in fifty percent (50%) of the games in the applicable round (for the Round Playoffs) and fifty percent (50%) of the total games from rounds one and two (for the Tournament of Champions).

Please note IN ORDER TO BE ELIGIBLE FOR THE SENIOR DIVISION TOURNAMENT OF CHAMPIONS, 18 – 21 year old players must have played in not less than six (6) games of the games played by his team.

MAPS/DIRECTIONS

Each team must email to our web administrator, Dale Clutter, at dale.clutter@gmail.com the name of their field(s) and street address including city/town. This information will be posted to our web site at www.ltabaseball.com which will be linked to Mapquest/Google for directions.

GAME TIMES

Weekday games start at 5:45 P.M. from the season opener through July 31, 2017.  Commencing August 1, weekday games start at 5:30 P.M.  Teams which have lights can start later.    Weekend games will start as set forth in the Schedule.

MULTIPLE TEAMS FROM SAME TOWN IN SAME DIVISION

No competing second team in any division from the same town/city will be allowed without the express written consent of the league of the city/town which is recognized by the Lou Tompkins All Star Baseball League, Inc.

RULES

The Babe Ruth League Rule Book will be the sole method of play with the exception of our League's Special Rules.  The Special Rules will be distributed to each City/Town on Coaches Meeting Night.  Please be certain that you, your managers and coaches read the special Rules and are totally conversant with all of the Special Rules.

UMPIRES

The league provides two (2) umpires per game. The home team is responsible for paying the umpire fees prior to the start of the game.

BASEBALLS

(i)            Must use Babe Ruth official balls or better.

(ii)            Home team provides baseballs and must have an adequate supply of new balls on hand but not less than six (6).

(iii)            Baseballs for the Tournament of Champions semi-finals and finals will be provided by the League.

TOURNAMENT OF CHAMPIONS

At the conclusion of the regular season, there will be an eight (8) team Tournament of Champions (T of C) in each of the A Division, the B Division, the C Division and the Senior Division.  The selection of the top 8 teams will be based upon their record for the 18-20 game season.

The first round pairings will be:

(a)            First seed vs eighth seed
(b)            Second seed vs seventh seed
(c)            Third seed vs sixth seed
(d)            Fourth seed vs fifth seed

The highest seed will be the home team throughout the T of C.  The first three rounds will follow a double elimination format.  The final two T of C rounds will follow a single elimination format. 

 

SCHEDULE OF KEY DATES AND EVENTS

1. Coaches Meeting Night: Sunday, June 11, 2017 at the BEDFORD MIDDLE SCHOOL AUDITORIUM at 7:00 PM .  Directions are enclosed.  This meeting is being held for the purposes of  reviewing the Rule Book including the pitching rules, the substitution rule and the tenth player rule, answering any questions whether related to Rules interpretations or administration that any manager may have, reviewing the responsibilities of managers/coaches, reviewing the use of the web site and any other issues from the Board of Directors or Mangers/Coaches .  THIS  MEETING IS MANDATORY

  2. Season start dates:  Wednesday, June 14, 2017 for the Senior Division; Tuesday June 20, 2017 for the A Division, Monday June 19, 2017 for the B Division and Tuesday, June 20, 2017 for the C Division.
